Transparent Peru

A concerted effort has been made to develop a website that is not only informative and easy to navigate, but more importantly implements good open government practices. The end goal -- to bring Transparency to City functions and enhance the provision of information to the citizens of the City of Peru.

PUBLIC ACT 97-0609

Public Act 97-0609 became effective, January 1, 2012. This act amends the Illinois Open Meetings Act and the Illinois Pension code and established new requirements for Illinois public bodies.

Among the law's requirements are the following:

1) All IMRF employers must post, within 6 days of the approval of a budget, the total compensation package for each employee having a total compensation package that exceeds $75,000 per year; and

2) Any IMRF employer that approves an employee's total compensation package equal to or in excess of $150,000 per year must post on its website, at least 6 days before approval, the total compensation package for that employee.

"Total compensation package" for purposes of the Act means "payment by the employer to the employee for salary, health insurance, a housing allowance, a vehicle allowance, a clothing allowance, bonuses, loans, vacation days granted, sick days granted."

The City of Peru elects to provide employee compensation for all of its full time employees regardless of salary level.

PUBLIC ACT 101-0504
The City of Peru participates in the Illinois Municipal Retirement Fund (IMRF) which provides retirement and related benefits to eligible City employees. Public Act 101-0504 approved by the Illinois General Assembly in 2019 requires IMRF to post certain employer cost and participation information on its website. Where a website is maintained, participating employers, such as the City of Peru, are required to provide a link to the IMRF webpage containing the required disclosures no later than January 1, 2021. GROCERY TAX
llinois Public Act 103-0781 provides that the Illinois grocery tax of 1%, which is currently levied by the State and distributed to local governments, is scheduled to be eliminated effective January 1, 2026 and provides municipalities the authority to enact a replacement local sales tax on grocery items

At its meeting on May 19, 2025, the City Council approved an ordinance implementing a 1% municipal grocery retailers' occupation and municipal grocery service occupation tax, effective January 1, 2026.

AMERICAN WITH DISABILITES ACT COORDINATOR

Section 1-1-12 of the Illinois Municipal Code, 65 ILCS 5/1-1-12, requires each municipality that maintains a website to post on its website the following information:

- The name, office address and telephone number of the Americans with Disabilities Act (ADA) coordinator, if any, employed by the municipality; and,

- The grievance procedures, if any, adopted by the municipality to resolve complaints alleging a violation of Title II of the Americans with Disabilities Act.

There is no employee identified as ADA Coordinator and no official grievance procedures have been adopted. Please provide notice of concerns to:
